Yes, a rock drill is a form of drill rig. But, the point is....if you asked an exploration geologist if they were going to use a "rock drill" to drill an exploration hole....they'd give you a funny look and they'd realize you knew nothing about exploration drilling.
BTW, an exploration geologist might have a crew with a bulldozer and a rock drill to help build that drill road up the side of the mountain to get to the next drill location.
