That's not what they said. Read it again.

Some rules apply to this. You have to buy 2 days prior in order to have the shares in your account.

So now you are using exchange rules. Some. But only when it suits you. Because SIAF never said anything about having to buy 2 days prior to the Record Date. All they said was that you are eligible to receive the dividend on the Record Date.
