(Bloomberg Intelligence) -- FHFA's proposed GSE capital rule signals the Trump administration is planning for Fannie Mae and Freddie Mac to return to private shareholders. The June proposal requires much less capital relative to banks and makes key concessions for credit-risk transfers.
If the companies exit their decade-long conservatorship subject to this rule, they'll be
