Because there are probably more than a few people that believe this RM nonsense and also believe the shares won’t be cancelled.

I see the same thing on suspended tickers that start trading on the grey’s before they are INEVITABLY revoked.

Who knows why anyone buys any given penny stock...

Don't know, probably folks who are buying into the fantasy of a reverse merger, re-capitalization, more money that the monitor is hiding from everyone (including the judge). One thing is certain, whoever is holding the stock when the curtain falls will lose 100% of what they paid for it.
