Just that everything, up till the announcement, has said 36.6% whereof 18.3% will be distributed.

Try to find a statement where they say they will distribute half, or 18.3%. I think it could be more than a year old. Before they discovered the tax issue. And before Solomon invested more (money) in TRW. The debt wasn't $112M before Q4/2017. It was $40M or $50M lower. I think he will want something back for that.
