I think they will have some difficult explaining to do if they increase AS and dilute heavily in 2019 after implementing the cash dividend policy

They can always find a way to dilute if they want to, so I won't get my hopes up about that.

and then also stating that they expect to be cash flow positive mid/late Q4/18

It always worries me when a company tries to predict the earnings for the next quarter or so. Too often, they might do something stupid or unethical just to meet these expectations. So it is not something that I should be excited about.
