Given the really small amount of shares it is probably back from years ago when the stock had a higher value/price. Maybe some kind of consulting thing then the stock crashed and they just reported the holding now or something. Sorta strange but does not seem to mean very much.
I cannot believe we are almost to November. If anything is going to work here it will be happening soon, the next month or two. Just a few things going in the right direction might help everything along. Even some contracts in the Caribbean hatching might get enough to finish India etc.
