Here's an interesting thought !

If SIAF has to submit the info 10 days before the Record Date, then this also means they can't dilute. Because how else can FINRA determine the value or ratio of shares? They can't. Which means, dilution has already ended on Oct 21. The last issuance occured on Oct 18.
