You are talking to the wrong people at TD Ameritrade. They told me my certificates would be mailed to me.

My response from Ameritrade as quoted:

"We have received response from our corporate action team regarding to your matter. Clients will not have to take any action regarding this event, as it is a mandatory offer. TD ameritrade will complete the logistic of the special dividend. You will receive the shares and shares will be delivered into your account. If you have any further questions or need additional assistance, please let me know."
