ok bill at xcel has asked us to contact our senators and congressmen to sign a letter to help with the certification of flextek. So this is what i have come up with and the letter xcel sent me to have them sign.

1st is a letter you can use if you want or come up with your own or just call or go see them ask them to sign the letter.

As a citizen of your district and/or state, I am concerned with the U.S. dependence on the use of foreign oil as well as the environmental effects of fossil fuels. I respectfully request your signature and support for the utilization of flex fuel technologies so that our country may become free of the hold that foreign nations have on us regarding oil needs. By using these technologies on our nations millions of vehicles that are not manufactured with flex fuel capabilities, we are permitting everyone to utilize the alternative fuels in their vehicles. When we can all use E85 or other biofuels in our vehicles we will cut our dependence on foreign oil.
Please support this issue and sign this letter to the EPA to expedite this matter.

Dear Administrator Johnson:

We are concerned that recent revisions to the Environmental Protection Agency's ("EPA") emissions control device "anti-tampering" prohibition inhibit the ability of innovative flexible fuel vehicle technologies to become commercially available to motor vehicle owners. These revisions should not prevent viable and exciting new biofuels technologies from coming to market when there is ample evidence that their use does not interfere with emissions control devices or increase a motor vehicle's emissions.

This Administration repeatedly has expressed its support for the development of the domestic biofuels industries. However, one of the most significant obstacles to increasing consumer demand for biofuels, such as E85, is the limited number of flexible fuel vehicles in operation across the nation. Until the number of flexible fuel vehicles increases substantially, E85 demand by consumers will remain modest and the infrastructure needed to market E85 widely will not be forthcoming.

We request that EPA give full and fair consideration to certifying aftermarket flexible fuel conversion technologies. Specifically, we ask that you grant such proven technologies conditional and temporary certification, provided that initial tests indicate no emissions control device degradation, to begin marketing their products to American motorists. Such conditional certification may become permanent upon the completion of further testing. For example, certain technologies have been in use in Brazil for years on tens of thousands of vehicles.

We thank you for your attention to this important issue and look forward to a reply from you in the near future.

FlexTek Bi-Fuel Converter
Bridging the Gap Between Ethanol Producers and Consumers

What is FlexTek? -- FlexTek is a bi-fuel conversion technology that enables the engine of a vehicle manufactured to run on gasoline to use gasoline, E85, or any blend of the two fuels. FlexTek is installed by a certified technician and connects to a vehicle's existing fuel injection system without cutting or splicing wires.

How Widely Has FlexTek Been Used? -- FlexTek is relatively new to the United States and has been installed primarily on demonstration vehicles by its manufacturer, XcelPlus International, a Saluda, Virginia corporation. However, FlexTek originated in Brazil and has been installed on over 50,000 vehicles in that country. Vehicles using FlexTek have logged millions of miles using the technology and have proven the durability and efficacy of the technology.

What Are the Emissions Impacts of FlexTek? -- Independent tests conducted in Germany and Brazil show that FlexTek decreases a vehicle's emissions of all pollutants when compared to the vehicle's gasoline emissions.

What is the Potential Market for FlexTek? – At least one motor vehicle manufacturer is considering using Flextek as dealer installed flexible fuel equipment. However, given that over 19 million new light duty vehicles are sold each year, and less than 3 percent of those vehicles will be flexible fuel vehicles in MY 2007, the primary market for FlexTek lies elsewhere. The major market for FlexTek is as an aftermarket vehicle conversion technology to permit vehicle owners to convert their existing gasoline-powered vehicle to a flexible fuel vehicle capable of running on gasoline or E85 or a blend of the two.

What Does It Cost to Convert An Existing Vehicle? -- The cost of converting an existing gasoline-powered engine to a flexible fuel engine using FlexTek is approximately $500 to $800, depending on the number of cylinders. The conversion includes FlexTek’s E85 Engine Preparation Kit (Engine Treatment and Fuel Treatment). Vehicle owners will be entitled to a federal tax credit of up to 80 percent of the cost of the conversion, once FlexTek is approved by EPA.

Has FlexTek Been Approved By EPA? FlexTek has not yet been granted an exemption by EPA from the "anti-tampering" provisions of Section 203 of the Clean Air Act. FlexTek's manufacturer, XcelPlus International, is in the process of applying to EPA for such an exemption.

Will Use of FlexTek Void a Vehicle's Warranty? -- Automobile manufacturers have not stated formally whether the use of FlexTek will void one of their vehicles' manufacturer's warranty. FlexTek's manufacturer, XcelPlus International, has issued a warranty for FlexTek that will replace the automobile manufacturer's warranty for the life of the original warranty.

If you have shareholders that want to contact their Senators, I suggest they use these documents and urge their Senators to sign on to the Senate version of the letter.
