Without the cash dividend policy announcement we would have traded way lower - at least it did halt the decline in PPS for a while.

For long term shareholders in case of companies that dilute a lower shareprice is preferable since it discourages dilution and management has to look for other ways for funding if it is absolutely necessary to do so.
In this case there was somebody or a group of investors who was buying all the dilution and did not let the shareprice drop below 25c thus making the case of Solomon selling shares for 55c carrying 25c in dividends over the next 2.5 years just barely believable to some investors.Some have obviously fled.
