"How can you tell they're flipping?"

'Flipping' was just a poor choice of word. They say they rely on various proprietary algorithms to make their trading decision. I don't think one could distinguish from their 13F's between whether they've been holding and continuously accumulating, vs buying and selling with a net increase in their position by the end of each quarter, from quarter to quarter.
