This was a share "consolidation" and not a r/s. it will not appear on the finra daily list. Read the pr from early july, as it explains the process. The share consolidation was effective on July 3, 2018 and as of July 23, 2018, the os effectively became 1.6 mil. refer to the company's pr. this is not a r/s. they did not file for pre 14c or an official. they are not subject to those rules because they are a foreign company trading on US stock exchange...
