CRO may not want to be strung along like the shareholders,

they could file a lawsuit with a lien attaching the companies assets

at any moment. correct?

"This is a contract dispute over expenses and timing, not a robbery."

Here's what the Company said in the 10-K:
"We are awaiting statistical analysis of results pending payment by the Company of amounts due to the research organization resulting in part from cost overruns."

Isn't it reasonable to conclude from the above that the Company is withholding...or not making...payments that are reasonably expected to be made and not a subject of a dispute based on "cost overruns", if in fact that is the basis for not making payments?
Is not making payments for legitimate services an appropriate strategy under the circumstances?
