I've never heard of such a thing! If you're thinking it might help debris from hanging up in the downspout I would be afraid of it having the opposite affect. Any oily substance will eventually turn to grime since dust and the like will stick to it, causing a buildup. Therefor things can hang up easier.
Is it leaves hanging up or what?

You have an outdoor outlet. If so, just put a garbage disposal on top where the leaves first enter. Problem solved!

The multiple wires and the racket might annoy the neighbors though! :-D
