Signing agreements can be pretty easy depending on the terms of those agreements. What were the terms in these two cases? Apart from the product details they could have included terms related to pricing, minimum orders, delivery schedules and methods and payment. Or not. We weren't told. There's a pretty long history in the Press Releases section of the Company website that includes announcements of such agreements.

But those companies don't. And they have access to Edgar and the IPIX filings. Those filings might very well suggest to a creditor that their safest route to profiting from their relationship with IPIX is to do business on a cash with order basis...or some other terms that assure them that their efforts will be compensated.

Yes that's speculation. You decide if it's reasonable. If it is, then you might ask yourself how the CEO you're giving credit to is deciding whether to allocate his short stack of cash to a stash of Brilacidin and some B sachets for OM or ransoming the Prurisol data. Or whether it will go to a few of the other things Dr B talked about 10 days ago:
“Near-term strategic clinical priorities remain: to work closely with the FDA and other regulatory authorities to align on the remaining development plan necessary for Brilacidin in Oral Mucositis; to analyze the Prurisol Phase 2b data in Psoriasis; and, as additional funding becomes available, to commence work on new product formulations—1) an oral pill for Kevetrin in Ovarian Cancer; 2) an oral pill for Brilacidin in IBD; and a topical application for Brilacidin in Atopic Dermatitis and Acne.”

You can give "Leo" credit, but what he and Dr. B really need is cash.
