Poor investors are only accountable for themselves.
Scam companies are to be held responsible for all those whom they willfully intended to scam.
Scam is Not a part of the gain/loss equation that is the delicate balance of a healthily functioning stock market.
Big difference.

In a healthy market, you have the choice to assume the normal inherent "risk vs reward" of investing in legitimate companies or sectors.

The introduction of scam and fraud companies into that delicate equation is an anomaly that must be annihilated asap in order to maintain the balance.
You don't accomplish that by "enabling" them.
