It expired, your question as to why won't someone scoop it up now - the logical answer in my book is that the Longtai's (and whatever other entities are out there) already have majority. Which on current OS shares would be roughly 12M shares (excluding any warrants but my theory is they got the warrants as insurance during the private placements)
