Trump/Mnuchin face much bigger challenges that they actually own under Constitutional law. They do not need to resolve a legislative impasse that is 100% caused by legislator's failure to even bring a GSE reform bill out of committee in either the House or Senate in over ten years.
Simply end the conservatorship and get the matter off the desk until Congress finally acts. Such action would fulfill the promises made and be a bold and practical step in forcing legislative action that has been so absent for SO long.
