If it was NASDAQ and SEC job to protect retail investors your wouldn't see lawyers representing class action lawsuits against these organizations that function and profit from such behavior. If somekind of behavior results in reduction of investment flow sure they step in, swat the hand and give a Stern stare but it's all just for show.
