Well that's a partial answer. He also said it is really up to management to listen to people who know better and to execute on the plan. If you read between the lines there is some frustration on Garrett's part because either Solomon doesn't always listen, not listen at all or delays in executing the plan. Simply what good is having a Plan produced by wise and knowledgeable individuals if the CEO refuses to follow it.
