Even if it drifts down, it's just going to displace other air in the tower, not spin turbines.

No way to make up for the massive power needed pumping the water to the top of the tower.

It will go down...barely. But the Density will be far less than calculated by Zaslavsky. One of the many such omissions that turns good science into bad science.
