On the screening test - my view -
if you check the progene site - the test has been developed sometime in 2012-13.
I am not sure if the test actually been submitted to FDA for approval - cannot find it in clinicaltrials.gov
So he has to licensed so the partner can get approval. So he possibly used that as bargaining chip to get 27 million shares - which is not small amount as in best case scenario he can make $100 million.

I see a contradiction from you. We both agree that this prognostic test is worth a lot and if it is they can license it and make a lot of money to fund more trials. There has to be some sort of upfront payment. It seemed like there was a suitor in the works and once the acquisition is completed he will complete the licensing deal. So if you feel strong about licensing then you shouldnt feel so strong that they will do more dilutive deals.
