Yes. Yes it has. Many times.

The idea has not been debunked.

There are not pumping mechanisms that are efficient enough to allow the power generated from the falling air/water to overcome the losses in the pumps.

This is just another perpetual motion machine. Don't worry. It happens all the time, sometimes its just too difficult for people to see where the power is coming from. But this is not one of those times.
