How do you know that is no R/S until sept 2019?

What does IMO mean?

The Q3 report Will include the full last quarter with the 2nd hospital. The revs in the same period last year were almost none. So I also se that it could pop and it’s been at 3c before.

The no R/S until September 2019 was in a filing a few months ago, but I can not seem to find it. If anyone finds it please post.
