Certain debts are time-sensitive, some are specific to certain conditions, and so on, also if a debt was done illegally/against SH interest and didnt go through fully or at all then those usually dont get carried through from the old note holder.... also if toxic financing company is no longer and so on many different scenarios. Sometimes tickers stall in courts because Custodian is negotiating or canceling prior debt. Sometimes old note holders coordinate dumps before ticker change hands to get some if not all of their money back but before momentum brings PPS higher then conversion start catching attention from people.
