Actually, most companies in the OTC comply with SEC rules. If they don't, they can be subject to SEC action. Failing to file the proper reports is fairly common, so there are a lot of delinquent companies, but not 'most' of them. It is illegal to do anything that affects stock price for any of these CEOs without proper filing with the SEC.
