Sunday December 31, 2017...that was the day Alper said he purcased 25% of Cann10-NA according to the Q4. He also reported it as being the day he issued shares to others as well.

Sunday...New Year's eve...markets closed the next day due to holidays as well.

Did he not think this would be a problem when he announced Sept 1st as being the date this deal would be done?
