Big money folks who are into investing (there are MANY),
would DD company & science inside out - even hire other professionals
to validate everything.
If convinced, they would then take over this company or at least buy big chunks, one way or the other.
This has happened by three directors and a few others.

I can tell you that my little group has DD'ed the science, read all papers and analyzed financials, history and so forth. And we also don't go ALL IN yet. But we are surely not rich, by any means monetary wise (o8>

OK, some other rich folks who are not really DD'ing stuff and just follow the herd are simply buying mainstream stocks.
We are not talking about these investors here.

"My advisor will buy?" Sir, even those rich people are free and can buy whatever they desire. See above. So it is more about the rich biotech investors missing here, and there are a lot. But nobody took the bait yet, but out 3 directors plus one other fund (who reduced its stake).

In English: Lack of investment confirmation (financing) questions the whole economic model of PRO 140 if not even the science.

Timing wise, as far as we understand the story and last 10-K, the time is now.
But $70M - $100M are missing to make CMO and others happy for a fluent BLA run through.

It's 2018 and quite easy and quick to open an online brokerage account these days. I question the intelligence of these alleged friends of yours that aren't willing to own lots of CYDY shares due to their 'impatience'.
