Problem is the s/p will plummet when people find out about new financing and it will take more than a year to get to .02 unless they reinvent the wheel so a RS would be needed.

RS of 10 to 1 once we are trading over .20 to uplist to NYSE , yes

I agree A/S isn't maxed out yet.

But who is going to buy shares at $0.02 or greater when the actual share price is below half a penny.

So dilution is probably going to take place at a lower price.
