No. When people want to scare others into their bid they start throwing out R/S and dilution although the company and the filings both say neither are occurring. Seen it a million times over the years. Just have to drown out the nonsense at this point.

An R/S is the only way to get there
Are you really thinking the funders of 2.5 million are going to wait when the price is going to hit $0.02 organic

ARGQ has to pay that back.

Funders don't care if ARGQ has to perform an R/S, they only want there money back.
