Tax records for Garcia are 100% irrelevant.
Garcia is not an asset either. A fraud fine of $25k to the SEC and a string of Permanently Revoked businesses attached to his role as a non-commercial registered agent is nothing to bank on.
Oh, and he's over 70 years old. He's a no-clout has been who cannot work in, or service, a cannabis business.
