70-73% is acceptable for approval -so why P is going for 700 mg dose?
Because he wants to show higher efficacy compared to other drugs.
Also if he can show 700 mg dose safe and it shows high occupancy - efficacy, it allows easy sale against SOC

If he wants to make 700 mg as formal dose, he will need to carry another pivotal trial.

As you say - I could be totally wrong but next few months will tell
