I honestly don't know the cost of shorting when I do it. I go back and look at my monthly statement to see the costs, and have never though I shouldn't have shorted a position due to the costs of making the trade. Now, losing on the trade is another story!

I rarely hold a short for more than a couple weeks, so borrowing costs would be minimal. Often times I only hold for a few days.
