Only thing I can think of that is holding things up are tax issues with the UNVC entity which is what Dalton may be referring to with signatures and getting current.

For UNVC in and of itself he wouldn't need anyone else to get current but I remember there being a lien against UNVC if I remember correctly and he may be going through the courts to get all that resolved which can of course be slow and painful, so perhaps he is just waiting on signatures for that to get a clean slate for UNVC
