you need to better define your terms. there is no such thing as "delisted from the pink sheets". any stock that is on the pink sheets is not a listed stock so it can't be delisted.
o.k., so you made me go look. ness was severely delinquent in their sec filings and were suspended for that delinquency. they then had their registration revoked ( i'm guessing that's what you call delisted) essentially becoming a private company. if ness were to come back they would have to file a form 10 or s1 registration statement.
zn is not anywhere close to that situation. their filings are up to date. they can not be revoked for delinquency.
