How do you interpret this?

Are they talking strictly about the mulberry growing green until Sept Oct? Sentence structure is confusing as they start talking about mulberry and end talking about silkworms.

"From now to the end of the year from 1 to 2 litters, cocoon products will be covered whole with a floor price of 145,000 VND / kg. "

This sentence, if accurate, could mean they have started. If they start next month or now, it is very good stuff.

How can we be sure that they talk about Kblb's spidersilk worms and not ordinary silkworms?
Can't find Kblb in this article......go Kblb
