Still reading, but I wonder if they may have an initial bidder, as related to the Stalking Horse bidding example in that doc?

The essential feature of a “stalking-horse” process is that the vendor enters
into a binding agreement of purchase and sale with an initial lead bidder. The
vendor will be obligated to complete the transaction with the stalking-horse
bidder unless a “superior bid” is received within the timeline for submission
of bids. The stalking-horse bid will constitute the baseline benchmark against
which all other bids in the process are measured. The agreement with the
