No, ALKM was not given any special exemption by the SEC. ask the CEO.

Other co's have been this delinquent, but haven't been dumping close to 5 billion shares of dilution.
Still other co's with similar or less lengths of securities laws violations have been suspended.

I can understand why the CEO is in such a panic mode. If the SEC does suspend them, they usually also file to have the securities revoked, too. Either would be a disaster to the apparent pump/dump effort ALKM has been involved in while the CEO has been refusing to file financials.
