A 25% off-take would represent an amount not far from current world wide output. Lack of availability is hampering the exploitation of all the scandium patents that have been granted. I don't think it's inconceivable that a company in the aerospace industry, for instance, would be willing to agree to a price up front in order to have an opportunity to explore the lightweighting potential of scandium without fear of supply interruption.
Having said that, the fact that it hasn't happened yet certainly speaks to how likely it is.
