Unless my understanding of Calmare is really very different than yours, I tend to believe this is not a program for non-addictive devices or technology. Admittedly, it would be great for the government to consider alternatives to drugs that might not be addictive, but I suspect that was the thinking behind the program.
If application and bypassing the general guidelines is possible, it would take a skilled and competent presentation. However, who at Calmare is capable of putting together such a presentation and application? Who is able to put such a presentation together without any money to do so? Who can propose anything without being able to prove they are financially and technically capable?
You might argue that "flim-flam" Mir might be capable of conning folks at the level of his BoD, but not a panel of scientists and reviewers who would see, very quickly, that the emperor has no clothes.
Face it powderbum, this shell of a company is now a collection of bare bones drying in the sun.Find some firm that might generate a capital gain and sell off Calmare for the tax losses. That might, at least, provide some value.
