Really a bit confused about what you mean.

My opinion is that if these government officials in India can't pay half down and half later... then forget it. They're dishonest.

So the P.O. should provide enough financing for the basic costs.

If they are asking for net 30... they will never pay.

And in these corrupt developing countries you can't take the government to court if they don't pay. You're stuck.

So get the money up front or forget it.
