I was thinking the pit owners and or PA and company- ofcourse I can't prove anything and so it is my opinion- but hard to speculate that this is all NSS . IMO if PBLS is doing a buyback and thus has the cash to buy with they might consider ungagging the TA and issueing a small cash dividend instead. Announcing a "future " date for a dividend would certainly perk up the pps and maybe shed some light as to where the shares are coming from- imo
