Bob, if the RS went into effect @4:01 today, does that mean anyone buying now will not be effected by the RS? Meaning if they buy now they won't get the 250/1 and basically get washed out? I'm NOT knew to this at all, but the timing of the effectiveness has me a bit puzzled.
