Bandwidth refers to the amount of information that can be passed per unit time and is really a measure of instantaneous flow. It usually refers to how much upload and download can be completed at a given time, rather than the total cumulative amount of information that is permitted to be transferred over a longer period, such as a month.
I interpret "bandwidth limit exceeded" as saying that the computer that you are trying to access is already as busy as it can get. Try again later and maybe there will be space available to communicate with you.
Basically, you have to wait in line for an opening (and in fact the line appears to be maxed out as well, so it won't even let you get in line). That is how I would interpret it.
It is like trying to call a service by phone and that service only has ten phones, and they are all busy. You have to wait until one of the phones becomes available and there really isn't much you can do except keep trying until you get through.
