I don't think he got anything right...he appears to be a low level nobody who just regurgitated what he was fed..

these mard scientists expressed their concern for a reason..do you have some info that indicates they are no longer concerned?..

mard said there were usda certifications missing from the dossier..this was in oct 2017...rice says he had contacted the Hanoi office of the usda, which opened in feb 2018, presumably needing some type of certification from them which they were unable to obtain...
then rice says "We already have the bio-safety certificates required on the US side"...which he says is what was given to them way back in the notre dame days...

it sure sounds to me like rice was running around trying get something from the usda to satisfy what mard requested but he has been unable to do so..thus he announces he has all the certificates required on the "us side" and stays silent about the "Vietnamese side"..

I think rice was trying to get everyone to grant them approval of phase 1 or phase 2 or any phase at all by putting his "phaser" on stun and trying to shock them with the $50 mil worth of investment money into the quang nam project...but apparently they all know there is no $50 mil..maybe there will be down the road...but for now it exists in rice's head..

imo, it was a shot at getting around mard..it didn't work..

I sure hope kblb really does have phase 1 approval..because I think a bank put up $2.2 mil to see phase 1 proceed...and they may have done that because bruce lee secured the loan..guaranteed it..or got it with a wink and a smile...choose whatever version you like..theres so many..

maybe mard has been satisfied...but they are the ones who have appeared to be dead set against kblb being in Vietnam at all..and although rice was chatty, said by golly they were going forward and had all they needed on the US side..he then stopped there and didn't go that last yard and mention Vietnam..just left it hanging out there as conspicuous as a fart in church..
