Nothing has changed other than typical penny stock volatility has run it's course. The float is still 150m and the company is still working on it's organization. You're obviously free to jump to any conclusions you'd like but that is simply your opinion - and mine is that you're wrong. $TINO is far from done.
It gained hundreds of percents last week on update they're looking for joint venture partner and came back to where it started like most stocks. Any seasoned trader can see it will run harder if good news comes.
