Memphis has the ability to deal with the light fraction. The BC plant is dealing with a different feedstock than Memphis so it has a different design. It seems to be just doing certain parts of the process for now.
They don't have much money so they are probably just going to prove up the BC plant to the minimum at first then can expand to do what Memphis does too.
