Romans you are using the past to judge the future incorrectly. The .264 high was reached years ago when the company only had around half the shares. A PPS of around .12-.15 would be comparable.
I agree the PPS is too low but the concept that the .26 is any sort of goal is misleading.
Our market cap today is $53M at the extreme top of .26 our market cap was around 130M.
To reach that today we only need a PPS of .15
We are about half way there. Comparative PPS from 2010 is about .105
