A couple positive financials, or a contract with a big player, or PocketChain having over 1500 rigs, or a game going viral; one of these events will increase share price, and corporate is working on all of them. If all of them occurs we will no longer be in Sub-Penny land we will be in $0.01 to $0.30 range.
If Corporate desires to dilute they will have to reduce shares below 25 Billion and then wait until share prices rebound into Penny land.
Currently there are 2 options ... 1) Very Low Likelihood Dumb/Turtle hypotheses Company goes bankrupt, shares worthless ... 2) The Greatest Likelihood Corporate finds a winning product and we are up to Penny land
